Update Release Steps and Process

When cutting v1.3.0 release, there were several subtle differences in how we're actually doing a release.

• Split the voting and release steps into two sections
• Previous steps outlined creating a branch for future servicing. As opposed to creating a branch when actually needed, based on the commit of the serviced release.
