PIC32 support

This is the first release to support PIC32, thanks to contributions by John Comeau.

Supported microcontrollers

Currently, we support: STM32, PIC18, dsPIC and PIC32.
Untested but should work: other ARM microcontrollers and PIC24.

First cross-platform release

Cross-platform

This is the first cross-platform release of mikroe-uhb. It was tested on Linux and Windows. It should also work on any other OS supported by cython-hidapi, like OSX and FreeBSD, but we did not test the tool on these operating systems yet.
