Summary: 0.16 forces torch 2.1.2 to be installed, when we eventually want to test against pytorch 2.0.0. Ideally we remove this dev dependency all together but for now this is a quick fix, as 0.15 relies on torch 2.0.1 Differential Revision: D56531173
