Adds Domain staking and MCR upgrades.

Changelog

1. Introduces MOVEToken, MovementStakingStandard, and updated MCR contracts along with miscellaneous helper contracts.
2. Provides upgradability and some governance for these contracts.
3. Maintains MCRLegacy CI testing workflow.

Testing

1. Extensive contract tests available in protocol-units/settlement/mcr/contracts
2. No modifications to e2e tests; MCRLegacy is preserved for the moment.

Outstanding issues

1. Legacy testing workflows maintained.
