Add support for checking minimal permissions for any API without APIC. Closes #861
This PR introduces breaking changes to the Graph minimal permissions and -guidance plugins, which are now renamed to more clearly depict that they're meant for use with Microsoft Graph.
Let's merge this PR after we ship v0.21 at the end of September.
