Many of the changes in #5059 are not applicable to the
nightlybranch, so I am opening this PR to stage .NET 9 related changes for themainbranch. Any changes that are applicable to thenightlybranch, I'll try to do dual check-ins withnightlyand this9.0-rtm-stagingbranch.Opening as draft while I work on this.
