This PR is to customize landing page / list view for CEEB Officers

Fixes # (CE-942)

• Assign CEEB role to your account in CSS. Ensure your account is assigned to any CEEB office (use admin/user page). Navigate to the NatComplaints landing page, Check if the filters default to “Open”, and Assigned to you (logged in officer).
• Regression testing: Log in as a COS user. Navigate to the NatComplaints landing page. Check if the filters default to “Open”, and Zone of the logged in officer.
