feat(lambda): add LATEST for ParamsAndSecretsVersions

Reason for this change

aws-cdk define the latest params and secrets extension, rather than leaving consumers to self discover

Description of changes

creates a new LATEST entry in the ParamsAndSecretsVersions, populated in region-info with scraped data from lambda docs
