This PR contains code changes required for the Apache 10 release promotion jobs where we download the artifacts from the staging SVN and publish them to the release SVN.
It also publishes all the release artifacts to a KIE Tools Github release.
This PR also adds the missing Apache legal files (LICENSE, DISCLAIMER-WIP, NOTICE) to all the .tar.gz and zip artifacts published to the Apache SVN and renames the artifacts to the new requirement:
apache-kie-10.0.0-incubatingNOTE: this code changes have not been properly tested, so it's possible that some minor adjustments will be needed.
