Rationale for this change

MSYS2 has mingw-w64-python-pyarrow. So we need to update it too.

What changes are included in this PR?

Update both of mingw-w64-arrow and mingw-w64-python-pyarrow.

Are these changes tested?

Yes.

Are there any user-facing changes?

No.
