Please let's do the image formats first. Once JPEG-XL is in I want to do a bit of cleanup where this PR would get in the way a bit. |

JPEG XL library isn't available in Ubuntu 20.04 LTS, but sure, it can be PR'd as an optional feature. |

The Ubuntu 20.04 LTS users have to use vcpkg to build a working version if they need support. |
