Build: Splid the main CMake build script

Keep it have library code only but no utils and examples are will be built independently

You don't need the cmake_minimum_required + project calls in the sub dirs if you consider it as a project with multiple targets which makes sense for most of those. Exception is the generator: On cross compile it can be build separately on the host (and run) then the rest can be build as cross-compile
