Refactor to testing scripts.

Refactors the testing scripts to have one for functional tests and one for unit tests.

Also adds some README files

Expectation of Answer Changes:

None - does not touch production code.

Nice refactor and additions to make the testing more robust.

I've tested this on derecho and was able to successfully run all functional and unit tests. I'd like to test this on my local machine, before integrating.
