Cassini RPWS core

The purpose of this repository is to provide a long-lived archival home for Cassini RPWS core processing software. We debated the merits of creating many repositories hosting specific applications (or small classes of applications) or creating one giant repository for the whole shebang. We settled on one repository for production software and one for specific studies. Note that some elements of these repositories may be for reference purposes and may not be, or may never have been, in a functional buildable state.
