User Listing Issue in Role Section

Describe the issue:
When navigating to the Role page and selecting a user store from the dropdown, the relevant users are not displayed as expected. Initially, users from the Primary User Store are displayed, but after selecting a user store from the dropdown, the corresponding users do not appear, resulting in an empty user list.

How to reproduce:

1. Navigate to the Role page.
2. Observe that the users from the Primary User Store are listed by default.
3. Click on the user store dropdown.
4. Notice that there are no selected user stores displayed in the dropdown (not even secondary user stores).
5. Select the Primary User Store from the dropdown.
6. Observe that the relevant users are missing and the user list is empty.

Expected behavior:
When selecting a user store from the dropdown, the relevant users associated with that user store should be displayed
