Fix SCIM2 User filtering with multi-attribute issue

Describe the issue:

Currently WSO2 Identity server 6.1.0 does not compatible with Oracle RAC 19c [1]. Issues are observed when doing SCIM user filtering with multiple attributes
How to reproduce:
