AFD: Version date format isn't friendly

Present version timestamp in dropdown in office's local time and the local office's time zone.

Discussion from planning:

• Some WFOs have WCAs that cover multiple time zones, we'll potentially need to parse the local time zone from the AFD header.
• When that list is given for the dropdown, it just has the meta data from the AFD - not the full AFD (won't have that text).

Decision:

• Recommended: Pursuing local AFD time and zone
• Alternate: Use User's local browser time
