Section §3.3 Literals, fourth bullet point says:

well-formed according to section 2.2.9 of [BCP47]. and a base direction

This should be

well-formed according to section 2.2.9 of [BCP47], and a base direction

I.e., full stop should be a comma.

The same error occurs in §D Internationalization Considerations; the last sentence of the first paragraph says:

One example of such an indicator is the [HTMLdir attribute. see [STRING-META].

It should be

One example of such an indicator is the [HTMLdir attribute, see [STRING-META].
