Update to webonyx/graphql-php 0.13.*

Any plan to update webonyx/graphql-php to 0.13.* ?
Reason being I'm looking to install https://github.com/Ecodev/graphql-upload which requires 0.13 version of webonyx/graphql-php

Any suggestion?

@knzshirox I see you've done an update for webonyx/graphql-php 0.13, in which you temporaly increase Yii's version to 3.0.x, was it working ? Is it compatible, in your opinion ?
