Once the Dashboard page's "Configure" button has been pressed, the drag and drop functionality will be enabled. The functionality provided by the old form where users can add and remove widgets from the page, has been moved onto the page itself. The grid will remain in tact but the presentation of the groups will have the following changes.
The Widget Group container element will become visible with a background color and border
The widget elements inside the group will be scaled down 10% via CSS transform
The extra real estate the previous changes create will make room for new elements along the top boundary of the Widget Group (See wireframe for further details on controls)

Adding and Removing Widget Groups
As mentioned earlier, the previous form used for this will be removed. Adding a new Widget Group can be done via the "Add" buttons at the top right of the page. To edit a Widget Group that is already on the page, click the edit button (pencil icon) on the top right corner of the Widget Group
Summary
By putting the page into configuration mode, users will be able to add, remove and reorder Widget Groups right on the page itself. The widget groups will have a control to toggle the Widget Group Editor where changes to the group can be made.
