Allow Voting Members to approve or disapprove specific Motions Amendments instead of the whole package #303

When asked, Voting Members must vote in favour or against all the newly proposed Motions Amendments. I'd prefer to be able to vote for each Motion, instead of voting on all of them at once because I don't always agree with every change.

Maybe we could still try to find a way to keep the option "I approve all the new Motions" for the people who don't want to vote for each Motion individually (even though clicking on "Yes" ten times is not much harder than clicking on "Yes" one time, I guess). I'm not sure how easy that would be with Helios.

Any thoughts on this?
