[PROTOCOL-GOV] Support Gelato relay contracts as ERC-2771 trusted forwarder

When working on SuperUpgrader, we noticed that

• Biconomy has removed the docs for its forwarder contracts. The contracts are still there (also on github and can be used, but there's no ecosystem support. Also to this day it's not clear what exactly is deployed on which network, see [PROTOCOL-OPS] check (again) biconomy addresses #1863.
• Gelato now has their own ERC-2771 compliant relayer contracts: https://github.com/gelatodigital/relay-contracts/tree/master, supported by their SDK, well documented, integrated with other Gelato tooling (incl. 1Balance).

In order to allow exploring this option on testnets:

AC:

• Add GelatoRelayERC2771 and GelatoRelay1BalanceERC2771 as trusted forwarder on SF testnets where it is deployer

This is already live on these testnets: eth-goerli (auto-enabled on deploy: #1678), maybe others (no one is sure).

Pending more testing feedback before we enable everywhere. Per @kasparkallas , no additional testing has been done yet.
