Scribe-Data Docker to usable CLI deployment

Description

This issue would investigate and do a deployment of Scribe-Data to Docker Hub such that when the package is installed it's directly accessible as a CLI. We'll use this issue first to do some research on how best to do this, and once it's done we can implement the decided on changes that need to be made :)

• Note: from the GSoC sync, the command for this is dockr push with Docker Hub as the target
