[RFE] Storage containing user quotas #44

Acceptance criteria
- storage solution to store user quotas
- ability to update storage when tokens are consumed (Q&A to LLM)
- ability to not allowing further Q&A's for an user with low or zero available tokens
- REST API endpoint(s) to retrieve quota limits etc.
