Issue

Conjure configuration changes require a station to be completely restarted to propagate updates made to the configuration files. However, it should be possible to have stations handle a systemd reload signal. This would be useful to detector, application, and registration-API as we may be shifting towards more regular / automated updates to configuration.

  (e.g. through service reload command)
* All configurations will be updated except for port configs
