Allow filter on dev services capability, add metadata about dev services

It would be handy to allow people to get a list of all extensions which offer dev services.

We should also display this metadata on the details page.

At the moment, the information isn't actually available, so it will also need an update to the metadata generation tooling (and will only be accurate for extensions which have released after that).

• Generate metadata in Quarkus tooling
• Wait for releases, so that information is available in registry
• Add filter
• Show information in details page
• Add icon, or ... something ... to cards page? (like how code.quarkus shows an icon for codestarts)
• Figure out how to handle quarkiverse extensions that are building against older Quarkuses
• Link to the filter query from the dev services guide (see Proposal: include community/Quarkiverse dev services on https://quarkus.io/guides/dev-services quarkusio.github.io#1869 for more context on that)
