monitoring-mixin: Dashboard uses deprecated plugins #4077

The grafana dashboard provided by the monitoring-mixin uses deprecated plugins, which will be removed with grafana version 12. The jsonnet library grafonnet-lib is unmaintained and has been replaced by grafonnet.
The dashboard should be updated to be based on grafonnet.
