Configuration step missing from Vagrant installation instructions #42

The current Vagrant installation instructions omit the necessary step to copy config_dist.py to config.py in /vagrant:

cp /vagrant/config_dist.py /vagrant/config.py

Many other steps from the installation instruction in the Wiki are also missing from the README's Vagrant installation instructions. Perhaps it would be better to keep these instructions in one place.
