In trying to run package.bat, I'm getting errors that the ebi module is not found and difficulty with the script finding the files to copy.

Need to make the Windows build work more directly from a clone of the repo.

@nelson-edalex - I'm interested if you have insight on this. I made all copy commands use the %CD% flag, but it's still complaining that it can't find the ebi module.
