Description

Spin up a local postgres/equivalent EF database
Execute all migrations, populate with Seed Data
Execute an integration test (can be just a simple one for now) that uses the DB
- Add necessary data for integration test
- Rollback following Integration Test
Pass/Fail pipeline appropriately

Acceptance Criteria

Successful execution of an integration test within CI pipeline that uses the database
