[Dev] Send New Images to Google Drive

Description

As new images come in from the Twilio Webhook, send them to the Google Drive account if they have a matching property and tenant.

Acceptance Criteria

• New images with a known property and tenant are sent to Google Drive using the following file structure
  Property Name
  Tenant Name
  Image Name.extension
• Image Name should be useful, probably formatted similarly to propertyname-tenantname-originaltwilioID.extension

Dev Notes

• This is dependent on the results of [Dev] Investigate Persistent Connection for GDrive #132
