[Dev] Backend Upload Endpoint/Mutation for Tenant Mass Upload

Description

Backend for upload of mass tenant information from a CSV or other file type. The functionality of this will be highly dependent on the structure of the available data.

Acceptance Criteria

• Endpoint/Mutation exists for receiving a standardized format containing tenant/property information
• Required format is documented somewhere
• Sufficient validation in place to reject badly formatted documents
• Protected by auth

Dev Notes

• This should involve obtaining sample documents from Product
• Please don't upload tests to the cloud DB (assuming this is done prior to changing the cloud DB passwords) do this work on a local DB
