/api/telescope_states returns a 500 (OpenSearchException) when there is no available connection to OpenSearch. This is easiest illustrated by running the ocs_example docker stack and navigating to http://localhost:8000/api/telescope_states

The desired behavior is to return an empty JSON object response and/or meaningful error message for clients wishing to use the endpoint.
