Build oVirt Node 9 based on Rocky Linux #46

Hi all, I’ll be assisting from the @rocky-linux side. We’ve set up permissions for @sandrobonazzola in the sig-virt git.rockylinux.org subgroup where the packages will live and be consumed by the Peridot build system. I’ll try setting up the required structure tomorrow and verify with a test package to get the ball rolling.

As for issues #46 and #49, preparing for building node based on alma/rocky. We'll need to find compute power for buidling respective ISO and publish the result for testing it. While we are introducing support to RHEL 9.0 for oVirt hosts we are considering to produce oVirt Node builds based on a more stable distribution than CentOS Stream 9. Rocky Linux Virt SIG agreed helping on this.
