Staging inputs

Models sometimes need input files, for example to load initial conditions or settings from. MUSCLE3 should be able to make those files available in the workdir, by copying or symlinking them in from somewhere else. This issue is to gather ideas and requirements on this topic.

Idea: CWL has a YAML-based syntax for this that could maybe provide inspiration.
