New Wiki page to detail how to run on Azure Websites #176

Hi,

I created a Wiki page to be added to this repo to help people who want to run echoip on their own instance of Azure. For infrequent use the free plan will probably do. The page is here:

https://github.com/albal/echoip/wiki/Running%E2%80%90on%E2%80%90Azure%E2%80%90Websites

I didn't see a way of being able to raise a PR for Wiki pages.

Does a Maxmind API key need to be passed as well ?

I'm not sure about the Maxmind DB, I don't use it - my use case is to have something reliable that can whitelist a GitHub actions runner.
