With the bounty system, people will have much more working flexibility and won't have to hassle with creating CCS, while they rewarded with bounties. Also in this case CCS funded Monero devs shouldn't eligible for bounties.

The bounty system can be much more cost-effective than the CCS system because there will be more competition than CSS (because of the reasons I said above), so it doesn't need to be big bounties, around $3-50 should be enough for most issues.
Also, you should consider most CCS funded projects are paid around a $40/h rate.
