Show "install Jupyter extension" only if users have rich output in REPL.

Would have to first define what counts as "rich output".
Figure out how to detect the rich output. Whether it is parsing output that we get from native repl server, or other.
Show Install Jupyter extension to suggest ipykernel for higher fidelity options.
