Is there any way to specify a different location other than .venv? Say for example ~/.virtuaenvs?

Unfortunately not. This command is part of our "opinionated" workflow and our/my opinion is to keep it simple and put it into ./.venv.

is it possible to hook into an environment creation API via a 3rd party extension (I swear I heard something like this mentioned on a python podcast)?

You probably heard something from me on this topic on a podcast. There's nothing yet, but we have plans to provide such an API at some point (right now it's just an idea we have).
