gmd:language from template not using standard ISO language #402

In editor mode, the Data Identification->Language field is using standard ISO language

iso19139.ca.HNAP/src/main/plugin/iso19139.ca.HNAP/layout/config-editor.xml

Line 81 in 7afdd4a

<for name="gmd:language" use="data-gn-language-picker"/>

But the template is not. It's using eng; CAN for example

iso19139.ca.HNAP/src/main/plugin/iso19139.ca.HNAP/templates/hnaplevel1-english.xml

Lines 445 to 447 in 7afdd4a

 <gmd:language> 

 <gco:CharacterString>eng; CAN</gco:CharacterString> 

 </gmd:language>

This caused existing data using the different spec. What we should do to make the language code correct?
