The current workspace structure, with the repo dir being rav1d, and the subdirectory rav1d-tools being a separate crate, is confusing, and in large part due to wanting a quick, small-diff solution earlier. We should use a flat directory structure where rav1d and rav1d-tools are sibling directories, as seems to be the norm for workspaces.
