Let's start with a static background, but randomly generated from city blocks for each jam session. Isometric view. Roads between buildings here and there (but no two roads adjacent).
Then add zombies with walking animation. Some mapping between number of total beats in song to number of zombies and how many completed beats it takes to kill a zombie.
Dead zombie (closest to player) becomes a ragdoll for 3 sec and then fades.
Player has drums and beats them on player input.
