I looked for that path or similar "rules" in the template repo but couldn't find anything.

The link works for me, it is probably related to permissions then, and only maintainers or owners of the repository can access or something. Let me make sure you are listed as a maintainer of that repository, and then can you tell me if you can see it. Alright, hopefully you have permissions to see that link now.

By the way I did update the ruleset. It's too bad that the rulesets from the template repo don't autmatically propagate. I've made you a full admin for the organization now, so you should be able to see it now.
