A quick google search says no, trying to get my M1 Mac up to date with the latest goodness. The Jupiter kernel has a ARM wheel for M1 :-)

We build an m1 conda-forge package but not a wheel at this point.

A PR to https://github.com/jupyter-xeus/xeus-python-wheel adding support for M1 would be super welcome!
