Use export LANG=en_US.utf8 before running jwhois. Or make jwhois an alias to LANG=en_US.utf8 jwhois. However this is the regular behaviour for gettext enabled GNU software. The real WHOIS output language always depends on the registry that is queried. Most reply in English but indeed not all.
