Android 9 之后前台应用 2分钟之内只允许扫描4次wifi列表
所以要么你就跟腾讯wifi管家、万能钥匙那类应用一样，适配sdk下调至26 27。

要么，就放弃自己写wifi管理，老老实实跳到系统wifi页
