How to connect spCframe files with plate-mjd-fiber correctly?

Information is in SpPlate according to David.

To connect plate-mjd-fiber with the red & blue spCFrames, you can get the
list of exposure IDs used in the final coadd from the spPlate or spec-file
FITS headers. Alternatively, if you want to do the coadd yourself you
could go back to the full list of exposures in the spPlan file.
