Better error logging when Sealevel RPCs go wrong

Problem

In recent debugging, it's been hard to easily spot RPC errors with Sealevel as some errors are logged at debug level

Solution

Make sure Sealevel RPC errors are logged at appropriate levels

Describe non-essential extensions to the solution
Additional features which should be implemented if they are easy to accommodate but otherwise can be skipped
