[Feature] Implement shared commisery workflow. #50

This is a ticket to create workflow automation using shared commisery workflow.
The commisery is not using shared workflows though a shared workflow file exists in .github repository.
Recently the PRs sharted to show warnings because of the lack of permissions in the commissary workflow.

The PRs show the warnings.
