[Security GenAI][Serverless] Assistant settings cog wheel unavailable in Serverless #197120

Describe the bug:
AI Assistant settings cog wheel is unavailable in Serverless. The settings icon is the only way for users to access the settings page and configure the AI Assistant. This is a regression from previous behavior.

Kibana/Elasticsearch Stack version:
Serverless 1e60214

Steps to reproduce:

  1. Open the Security AI Assistant
  2. Notice that the Settings menu icon (cog wheel) is not available.
